There are several ways you can help the children.for starters report any thing you see that may offend our children in any networks you may be in.Here is a link to some Yahoo groups that you can join to report to or become a part of and be active.. http://tech.groups.yahoo.com/group/hodgeglobalinternettechnologies/links

You can also talk with Arcan here Cops he is very active in these child prevention programs.
